Medicine projects

«Mobile Medicine»

Within the frames of the project it is supposed to integrate the modern telecommunication technologies into the healthcare system. The project is implemented jointly with the Ministry of Health of Ukraine and with participation of the United Nations Representative Office in Ukraine.
 
The essence of the Mobile Medicine project consists in building of the telemedicine network and using this network for the purpose of data transfer between the project participants so that to:
 
  • Make high-specialized medical aid more available for residents of the Oblast centers as well as for patients coming for medical advice to the Oblast hospital from remote populated areas.
  • Improve the quality of medical care due to improvement of diagnosis and thanks to a possibility to send diagnosis data, receive consultation of a single disciplinary specialist, convene a council of physicians or take part in a conference without leaving a doctor’s consulting room.
 
 
As of today, the telemedicine network uniting the Ministry of Health of Ukraine, the State Clinical Scientific-Practical Center of Telemedicine in Kyiv, the Donetska and Zakarpatska Oblasts (Uzhgorod) hospitals, the National Institute of Cardiovascular Surgery named after N.M. Amosov and the Republican Clinical Hospital named after N. A. Semashko (Simferopol) has been tested and put into operation. The next step will be to spread the acquired experience throughout the territory of Ukraine at the Oblast hospitals level.
 
With the view of creating the telemedicine network, MTS builds wired network (last mile to each institution participating in the project) by means of which the service of allocated access to Internet is provided. At the same time, MTS supplies medical institutions with the necessary equipment for organizing videoconferencing, purchases special software for transfer of medical data as well as provides for free the service of allocated access to Internet.
 

«Mobile Emergency Medical Service in Kharkiv»

Using of mobile technologies in the system of organization, management and control of the Emergency Medical Service. MTS provides the package of mobile communication services ensuring the basis for operation of the automated system of organization, management and control of the Emergency Medical Service of Kharkiv.
 
 
The system coordinates work of 100 vehicles and ambulance crews as well as work of the central dispatcher office, ten emergency substations and the Kharkiv City Emergency Medical Aid Hospital named after A. I. Meschaninov. MTS provides voice communication, ensures a possibility of sending SMS messages about medical emergency to ambulance crews and transferring of data based on the GPRS technology for constant monitoring of movement of ambulance cars and remote transfer of cardiograms to a hospital via the Telecard system.
 
 
The primary objective that the system is intended to solve is the two-way communication on the basis of the GPRS/GSM technology and the MTS Connect 3G service between emergency crews and the central dispatcher office, dispatcher substations, emergency medical aid in-patient department, specialists on call, operative-rescue services as well as between doctors of the same crew and with an ambulance car driver.
