Andrey Dubovskov (Russia) proceeded to business in MTS-Ukraine on December, 2007 as the first deputy director general. He was born in 1966, in 1993 graduated from All-Russian State Cinematography Institute of S.A. Gerasimov.
In 2006-2007 was a director of MTS macro-region “Ural”, from 2004 to 2006 was holding a post of a director of MTS company branch in Nizhniy Novgorod. From 2002 to 2004 he was a director general of one of the companies Group “Tele2” in Nizhniy Novgorod.
Andrey has a vast experience in Russian and foreign telecommunication companies: from 1993 was holding a range of governing posts in such companies, as Millicom International Cellular S.A, Millicom International Cellular B.V., “Regional cellular communication” ltd., CJSC “800” and other companies in Moscow, Alma-Ata, Nizhniy Novgorod and Perm.
He is married, brings up a son and a daughter. |
Mark Burden, Deputy CEO, Chief Financial Director

Prior to joining UMC in July 2002, Mark Burden obtained vast work experience in the field of communications in Ukraine and Russia. In particular, in 1994-1995 Mr. Burden worked as an adviser to the Ministry of Communications of Ukraine for issues of restructuring, tariffs policy and regulatory problems. From 1995-1997 he was a Financial Controller in Utel, the leading operator of long-distance and international communications in Ukraine. From Utel, Burden moved to Russia where he obtained the position of the GTS Financial Director. After that, he moved to the position of a Corporate Controller in Golden Telecom, Inc. Mark, a UK citizen, is a member of the Chartered Institute of Management Accountants and the Chartered Institute of Marketing. His hobbies include squash, tennis and aerophotography.

Jeff Howly, Technical Director

Jeff Howley graduated from the University of Colorado with a bachelor’s degree in electrical engineering and has worked for over 25 years in communications industry. After beginning his career at Boeing and US WEST he moved to Moscow in 1991 with US WEST International as technical director of Moscow Cellular Communications, Moscow’s first mobile operator. In 1995 he joined GTS, Inc. and moved to Kiev, Ukraine in 1996 to start their Golden Telecom operation; first as Cellular Business Director and later Chief Operating Officer. In 2002 he left Golden Telecom to start a technical consulting company which led to becoming part of the MTS technical team in 2005. He has headed the technical and IT division since April 2006. |
Vasyl Latsanych, Marketing Director

Vasyl Latsanych came to UMC from the advertising agency All Mot³on, where he held the post of the Client Servicing and Strategy Director. Within six months of his arrival, All Mot³on agency took third place in the national rating of advertising agencies of the BTL direction (according to results of the independent rating of the “Zoloty Propeller” festival).
From November 2001 till January 2004, Latsanych worked as the Head of UMC Marketing Department. In this position, he was engaged in planning and implementation of all the operator’s marketing and advertising campaigns. Before that, Latsanych worked as a Marketing Manager of Coca-Cola Bottlers S³ber³a (Novosibirsk) and a Marketing Manager of the Siberian region of Coca-Cola Krasnoyarsk Bottlers (Krasnoyarsk). From July 1996 till May 1999, Latsanych occupied various positions in Coca-Cola Amat³l Ukra³ne Ltd and Coca-Cola Beverages Ukra³ne: from a Trade Development Manager to the Director of Ivano-Frankivsk branch and a Sale Channels Development Manager (Kyiv).

Valentine Mihajlovsky, Director for Administrative Issues

Valentine Mihajlovsky, born in 1952, has higher educations in law and economy. He began his career as head of the security service and was later head of the personnel department of SHCB "Ukraina." In 1999, he worked as UMC’s chief expert for safety issues; in 1999 – 2001, he served as personnel and safety director of Kyiv Polygraph Factory "Zorja". In 2002 he became UMC deputy director for personnel, and in 2004 was appointed UMC’s director for administrative issues. Mihajlovsky is married and has two daughters. His hobbies are fishing and mountain skiing.

Nataliya Bereza, Director for HR

Natalia Bereza has graduated from Kiev linguistic university in 1997.
Before coming to MTS Ukraine, Nataliya has been working for four years in the company Kraft Foods Ukraine and more than two years in British American Tobacco in Ukraine, taking various positions in the field of management of the personnel. Nataliya Bereza is a member of various associations of professionals in the sphere of human resources management, including European Business Association and American Chamber of Commerce in Ukraine.
Nataliya has come to work in MTS in September, 2006 to a post of the head of the group on training and personnel development. She was appointed as Director for HR of MTS Ukraine company in 2007.

Andriy Bereznyi, Ñorporate Managment and Control Director

Andrey Bereznyi have worked in MTS-Ukraine company since 2008. He took a position of adviser of the executive director of MTS-Ukraine company. This year Andrey Bereznyi was appointed on the post of director of a corporate management and control of MTS-Ukraine company.
From 1976 to 1991 Andrey Bereznyi served in Soviet Army. In 1981 graduated from Kyiv air-defense engineering school, with the specialty of engineer of radio technic, and in 1989 – the Military academy of Soviet Army.
From 1992 to 2006 he worked on different positions in Ministry of external economic relations and Ministry of economy of Ukraine, from 2000 to 2003 he was a trade representative of Ukraine in Switzerland.
In 2003-2006 he took a position of the Deputy Minister of economy of Ukraine. He was responsible for the issues of reformation of regulatory policy, entry of Ukraine in WTO, integration in EU, collaboration with the CIS. In 2007 worked as the adviser of the executive director in the field of strategy and development of JSC Fakel machine-building plant (Fastov town) and the director of Auction house of Prominvest company (Kyiv). |
